New Keta MCE pledges transformative leadership and inclusive development

The newly confirmed Municipal Chief Executive (MCE) for the Keta Municipality in the Volta region, Mr Wisdom Bondieu Seade, has made an emphatic call for unity, professionalism, and visionary leadership as he assumes office, pledging to serve as a unifying force and a catalyst for accelerated development in the municipality.

In his acceptance speech, delivered to a full house of Assembly Members, traditional leaders, political stakeholders, civil society actors, and residents, Mr Seade expressed profound gratitude to the Assembly members for their overwhelming endorsement of his nomination by President John Dramani Mahama.

“I wish to extend my heartfelt appreciation to you, Honorable Members, for the overwhelming confidence you have reposed in me. Your endorsement is not only a demonstration of trust but also a signal of unity—a break of solidarity to foster consensus-building and effective collaboration as we chart a new path for the development of our beloved Keta Municipality,” he stated.

Mr Seade described his elevation as not just a personal achievement but a collective victory for the people of Keta, emphasising that his appointment was a call to deeper responsibility and service.

“It is both refreshing and empowering to have one of our own appointed to lead at this level. This, however, also places a higher responsibility on all of us to remain united and to work collectively in transforming lives and shaping the future of our municipality.”

Outlining his leadership philosophy, Mr Seade reaffirmed his commitment to ethical governance, transparency, and accountability. He pledged to create a conducive working environment at the Assembly, free from political interference and partisanship, where technocrats and professionals could discharge their duties with diligence and efficiency.

“As the Chief Representative of the central government at the sub-national level, it is my primary duty to supervise and coordinate the activities of the Keta Municipal Assembly. I intend to ensure that all public officers operate in line with the ethics and regulations of their professions—guided by professionalism, time-consciousness, punctuality, and being regular at work.”

He underscored his intention to implement cost-effective administrative practices aimed at eliminating waste, sealing financial leakages, and guaranteeing value for money in public spending. To that end, he announced his resolve to adopt innovative strategies to boost the Assembly’s Internally Generated Funds (IGF), thereby reducing dependency on central government transfers.

Mr Seade declared that under his leadership, stakeholder engagement would be prioritised as a cornerstone of governance. He outlined a bold initiative to convene a Municipal Development Dialogue within his first 100 days in office, a platform that would bring together traditional leaders, civil society, religious groups, the business community, youth groups, and other key stakeholders to collectively craft a Municipal Development Agenda.

“I firmly believe that when government policies and development initiatives are widely discussed and understood by all stakeholders, their implementation becomes not only effective but also inclusive. The Development Dialogue will serve as a blueprint for inclusive growth and grassroots participation in local governance.”

The MCE also hailed recent national reforms that seek to reinstate the role of mayors and deepen the involvement of traditional authorities in local governance, describing them as timely and strategic.

“The restoration of traditional authority involvement in local governance by the President is commendable. It is a visionary move that recognises the critical role our chiefs and elders play in grassroots development. I intend to work closely with them to build lasting development frameworks rooted in our cultural values.”

Mr. Seade emphasised that government alone cannot bear the burden of development. He called on citizens, communities, and organisations to embrace civic responsibility by initiating and supporting self-help projects that complement government interventions.

“Development is a shared responsibility. With effective stakeholder engagement, communities and individuals can and must voluntarily support or initiate development projects to augment government efforts.”

He stressed his readiness to serve the people of Keta with humility, declaring himself a “servant leader” whose doors would remain open to all for dialogue, collaboration, and collective problem-solving.

“I shall be a servant leader—accessible, approachable, and accountable. I am ready to engage with all stakeholders, irrespective of political or social affiliations. Together, we shall build a Keta that inspires hope and prosperity for generations to come.”

Mr. Seade commended His Excellency John Dramani Mahama for the renewed focus on decentralisation and grassroots development under his leadership, describing the president’s development vision as inclusive, strategic, and people-centred.

“The former President has placed the entire nation on a renewed trajectory of hope and transformation. For this vision to materialise at the local level, there must first be a transformation of our mindsets—our attitude towards work, towards one another, and public service. That is how we flush out laxity and usher in a new era of efficiency.”

In a passionate appeal to citizens and stakeholders, Mr Seade concluded his speech by inviting all to rally behind his administration for a shared developmental vision.

“Let us together build a Keta of dreams. A municipality that attracts the world. One that empowers its youth. One that feeds the nation. And one that leaves every citizen with a reason to be proud. The journey ahead requires our collective strength, wisdom, and resolve—and I am confident that with unity, we shall succeed.”

The confirmation and subsequent address of Mr Wisdom Bondieu Seade have been widely hailed across the Volta Region as a promising new chapter in the governance of Keta. Citizens are hopeful that his leadership will usher in a period of inclusive growth, infrastructural development, and renewed civic engagement.
