Subject: Strategic Deployment of Mobile Telemedicine Diagnostic Devices in CHPS Compounds

Executive Summary
In alignment with the Ministry’s commitment to advancing universal health coverage and combating the growing burden of noncommunicable diseases (NCDs), we propose the immediate prioritization of mobile telemedicine diagnostic technologies across all CHPS compounds under the MahamaCare framework.

This initiative leverages Ghana’s existing community-based healthcare infrastructure to deliver real-time diagnostic capacity, remote specialist access, and predictive public health surveillance—transforming CHPS compounds into proactive hubs of care.

Justification for Priority Action

Rising NCD Burden: NCDs account for over 45% of national mortality, with many cases undetected until advanced stages. In 2021, Ghana’s mortality rate due to major NCDs was 750 per 100,000 males and 563 per 100,000 females. Limited Rural Diagnostic Capacity: CHPS compounds currently lack tools to screen for kidney and liver dysfunction, diabetes, hypertension, and other silent conditions. Rural patients often face delays and costly referrals. Strategic Advantage: Telemedicine devices enhance early detection, reduce hospital congestion, and empower Community Health Officers with AI-supported diagnosis and referral tools.

Proposed Technology Partner
Dawn Vision Technologies, a local health-tech innovator, offers mobile diagnostic lab units featuring:

Real-time imaging and lab testing for NCD markers AI-assisted clinical assessments Remote specialist consultation via encrypted channels Cloud-based health records for follow-up and public health planning

These devices are portable, solar-compatible, and designed for deployment in Ghana’s rural terrain.

Implementation Strategy

Phase 1: Pilot deployment in 100 CHPS zones across high-NCD-prevalence districts Phase 2: Full national scale-up targeting over 2,000 CHPS compounds within four years Training: Conduct CHO capacity-building workshops and virtual consultations with specialist hubs Monitoring: Establish KPIs on diagnostic reach, referral rate reduction, and NCD detection timelines

Alignment with National Priorities
This initiative aligns with:

Ghana’s National NCD Strategy WHO’s PEN protocols for low-resource settings SDG Target 3.4: Reducing premature NCD mortality by one-third by 2030 Health sector digitization goals under MahamaCare

Conclusion
The integration of telemedicine diagnostics across CHPS compounds represents a pivotal investment in Ghana’s health future. It is cost-effective, scalable, and rooted in public trust. We respectfully request ministerial endorsement and fast-track consideration for budgetary and operational mobilization.
