A Presidential Call for Telemedicine Innovation Across CHPS Compounds

In a decisive moment for public health reform, this appeal is extended to the President of the Republic of Ghana and Commander-in-Chief of the Ghana Armed Forces, and to the Honourable Minister of Health, Kwabena Mintah Akandoh. It calls for immediate and strategic action to transform Ghana’s Community-based Health Planning and Services (CHPS) compounds into tech-enabled centers of proactive healthcare—under the banner of MahamaCare, a people-centered healthcare initiative grounded in accessibility, innovation, and equity.

CHPS compounds are the bedrock of primary healthcare in Ghana, particularly in underserved rural communities. From maternal services to immunizations and health education, they bring care directly to the doorstep of those who need it most. Yet they remain limited in their diagnostic reach, often unable to detect early-stage noncommunicable diseases (NCDs) such as kidney disease, liver disease, diabetes, and hypertension—conditions that now account for over 45% of Ghana’s mortality burden.

Recent statistics reveal that Ghana’s age-standardized mortality rate from four major NCDs stands at 750 per 100,000 for males and 563 for females, with a troubling trend of late-stage diagnosis and poor treatment outcomes. Rural patients face logistical and financial barriers to timely diagnostics, often requiring travel to distant hospitals—delays that are both dangerous and unnecessary.

This challenge is not insurmountable. Through the adoption of mobile telemedicine diagnostic labs offered by Dawn Vision Technologies, CHPS compounds can be revolutionized. Each unit is designed for rugged deployment and high-impact service, offering:

AI-assisted diagnostics for kidney and liver function, cardiovascular risk, and diabetes Real-time imaging and portable lab testing equipment Remote consultation capability via encrypted video and voice links Integrated cloud-based patient records for continuous care and national health planning

The integration of these technologies will address multiple layers of systemic need:

Early detection and intervention for NCDs and other chronic conditions Faster triage and referral processes for critical cases Reduced burden on district and regional hospitals Empowered Community Health Officers with modern tools and clinical support Improved public health data collection and outbreak tracking in real time

Telemedicine is not new—it is proven. Countries from India to the United States have demonstrated its power to save lives, extend care, and optimize resources. Now, Ghana stands poised to localize that success, tailoring it to the dynamics and promise of our CHPS architecture.

This is a call to act boldly. To equip every CHPS compound with the tools of modern diagnostics and remote consultation. To ensure that a farmer in Bolgatanga or a teacher in Ajumako can receive timely diagnosis and care without navigating endless referrals or long-distance travel. To show that health justice is more than policy—it is practice.
