Establishment of a Government-Run Courier Service for Ghana Missions Abroad

📝To: Honourable Samuel Okudzeto Ablakwa, Minister for Foreign Affairs and Regional Integration

From: Legacy Builders Loop: Civic Coalition for Ethical Governance

12th July 2025
Subject: Proposal for a Government-Run Courier Service to Enhance Accountability and Revenue Generation

🔍 Background
Recent investigations into the Washington, D.C. Ghana Embassy revealed that a private courier contractor earned approximately $1.8 million annually, raising serious concerns about revenue leakage, lack of oversight, and operational inefficiencies. The Minister’s swift response — including forensic audits and temporary closure — reflects a commitment to reform. However, this moment presents an opportunity to institutionalize transparency and reclaim public revenue.

🎯 Proposal
We recommend the establishment of a Parliament-approved government-run courier service under the Ministry’s oversight, integrated into all Ghana Missions abroad.

đź’ˇ Strategic Benefits

Revenue Optimization: Redirect courier fees into government accounts to reduce operational expenditure. Service Standardization: Uniform protocols across missions will reduce fraud and improve delivery timelines. Public Confidence: Parliamentary approval and digital tracking will enhance trust in foreign service operations.

🌍 Global Precedents

UK’s Hawk Couriers (Public Sector Wing): Offers same-day secure delivery for government documents with 24/7 availability. Ghana Post EMS (Courier Wing): Already supports e-governance delivery of Ghana Cards, court documents, and land titles. US Federal Courier Contracts: Mandate GPS tracking, insurance coverage, and strict SLAs for accountability.

🛠️ Implementation Recommendations
1. Legislative Action: Table a bill under the Fees and Charges Act to authorize the service.

2. Digital Infrastructure: Deploy real-time tracking, automated receipts, and secure dispatch protocols.

3. Hybrid Model: Partner with vetted logistics firms under transparent MOUs with capped fees.

4. Cultural Branding: Name the service Nkabom Dispatch to reflect unity, integrity, and Ghanaian identity.

📣 Civic Petition: Support for a Government-Run Courier Service for Ghana Missions Abroad

To: Parliament of Ghana
From: Concerned Citizens and Civic Advocates

Subject: Petition to Establish a Transparent Government Courier Service for Ghana Missions Abroad

We, the undersigned, call upon Parliament to support the creation of a government-run courier service for all Ghana Missions abroad. This initiative will:

Recover millions in lost revenue currently captured by private contractors. Ensure transparency and accountability through parliamentary oversight and digital tracking. Reduce operational costs for embassies and consulates. Strengthen Ghana’s global reputation for ethical governance and innovation.

We urge Parliament to:

Approve legislation authorizing the service. Mandate integration with existing e-governance platforms. Require annual audits and public reporting of courier revenues.

Let us transform scandal into solution — and build a legacy of integrity.

Signed,
Legacy Builders Loop
