Dr. Emmanuel Freeman, a computer scientist and head of the Computer Science Department at Ghana Communication Technology University, has advised Communications, Digitization, and Innovation Minister-designate Hon. Sam George Nertey to prioritize expert guidance over political considerations in his new role.

Speaking in a telephone interview with GBC Radio Central on Thursday, February 6, 2025, Dr. Freeman emphasized that the success of the minister would depend on making informed decisions based on expert advice rather than political influences. He cautioned that “politics doesn’t solve technology, communication, and digitization problems” and urged the minister-designate to adopt a professional approach.

Addressing concerns about Hon. Sam George’s qualifications for the Ministry of Technology, Digitization, and Communications, Dr. Freeman highlighted that despite an initial background in Agricultural Engineering, the nominee has acquired a range of certifications in computing and communications. He noted that Sam George holds a Diploma in Software Engineering from IPMC, a Diploma in Network Technology from Nigeria, and a Diploma in Software Management, among other advanced certificates. This, he said, gives him a strong foundation to lead the ministry effectively.

Dr. Freeman further pointed out that Sam George’s previous experience as Deputy Minister at the Communications Ministry positions him well for the role. He expressed confidence in his ability to lead, stating, “If we need someone to head our Ministry of Innovation, Digitization, and Technology, I think Hon. Sam George can do the job.”

Emphasizing the qualities needed for success in the role, Dr. Freeman explained that effective leadership in such a technical ministry requires a combination of managerial skills and industry expertise. He noted that Sam George’s participation in parliamentary committees and previous ministerial roles had prepared him for this responsibility.

The Ministry of Communications oversees key agencies, including the National Communications Authority (NCA), Ghana Broadcasting Corporation (GBC), Ghana Postal Company (GPC), National Information Technology Agency (NITA), Ghana Investment Fund for Electronic Communication, and the Cyber Security Authority. Dr. Freeman underscored the ministry’s crucial role in the country’s development, warning that neglecting technological advancement would be detrimental to national progress. He pointed out that the fourth industrial revolution, driven by artificial intelligence and robotics, presents opportunities that must be harnessed through the ministry’s initiatives.

Reflecting on Sam George’s vetting performance, Dr. Freeman said he was encouraged by the nominee’s stance on holding telecommunications companies accountable. He expressed optimism about the minister-designate’s potential to bring innovation and improvement to Ghana’s technological development.
