Ghana’s finest Energy Economist and Energy Systems Specialist, Dr. Elikplim Kwabla Apetorgbor has promised to support the transformation of the energy sector, particularly the power space.

Dr. Apetorgbor who has over two decades of industrial experience in energy systems economics, transaction cost economics, strategic management, regulatory affairs, taxation and financial optimization disclosed this to the media after graduating with his 7th Masters Degree in Energy Law from the University of Ghana.

Dr. Apetorgobor doubles as the Chief Executive Officer of the Chamber of Independent Power Generators (IPGGs) and has been offering some propositions to help restructure Ghana’s electricity value chain sector to enable the Electricity Company of Ghana to become viable and profitable.

For instance, his piece on ECG’s revenue under-declaration which was due to political interference and not corporate misconduct, generated significant views.

He stated that ECG’s predicament was rather a stark reflection of the deeper structural issue plaguing Ghana’s power sector—political interference in revenue management.

He proposed that ECG is granted full operational autonomy to function as a true utility business or continue the cycle of blame without addressing the root cause of the problem.

Dr. Apetorgbor Transformational Leadership Spans Financial & Tax Accounting

With over two decades of industrial experience in energy systems economics, transaction cost economics, strategic management, regulatory affairs, taxation and financial optimization, Dr. Apetorgbor has established himself as a transformative leader in Ghana’s power sector and beyond.

As the CEO of the Independent Power Generators of Ghana since 2019, Dr. Apetorgbor has championed the strategic alignment of power producers with national energy goals, advocating for sustainable practices and efficiency. His tenure at Sunon-Asogli Power (Ghana) Ltd. since 2008 showcased his ability to manage complex portfolios, including Financial and Tax Accounting, Gas Sales and Purchase Agreement, Contract Negotiations-Power Purchase Agreements, Transaction Cost Economics, Business Development, Risk Management, Regulatory Affairs, Commerce, Debt Management and Collection.

Dr. Apetorgbor’s experience extends to regional power policy as a representative to the Executive Board of the West Africa Power Pool (WAPP), Vice Chairman of CIGRE’s West Africa Power Systems Development and Economics Study Committee, Engineering & Operations Committee of WAPP and a member of the Strategic Planning and Environmental Committee (SPEC) of the West African Power Pool.

He has played a pivotal role in negotiating public-private partnerships, power purchase agreements, and cross-border energy collaborations across multiple African nations, including Cameroon, Niger and Burkina Faso.

Dr. Apetorgbor’s work Cut Across Sub-Saharan Africa

Dr. Apetorgbor’s work has spanned countries such as Cameroon, Sierra Leone, Liberia, Togo, Benin, Côte d’Ivoire, South Africa, Zambia, Burundi, Namibia, Burkina Faso and the Democratic Republic of Congo. His participation in the review of WAPP’s Business plans and Regional Transmission Tariff analysis underscores his expertise in strategic energy planning on a continental scale.

Holding multiple advanced degrees, including an Energy Law, Policy, and Practice, MSc in Energy and Sustainable Management, MSc in Energy Economics, MSc Development Finance, MBA in Accounting and Taxation, MA in Applied Business Research and a Doctor of Business Leadership from the Swiss Business School (SBS), Dr. Apetorgbor has consistently demonstrated his dedication to continuous learning. He is a Chartered Development Finance Analyst, Institute of Chartered Accountant, Ghana finalist and holds several additional specialized certifications including Complex Data Management, Economics of Public Utilities Management, Power Systems Economics, Power Systems Audit & Security from China, ICAG Chartered Diploma in Forensic audit & Cybersecurity, Environmental Social and Governance (ESG) and Enterprise Risk Management (ERM).

Dr Apetorgbor is a sought-after conference speaker, panel discussant and columnist who has published a plethora of practical, well-researched and data evidenced articles on power systems and energy policies in local and international newspapers and online portals.

He was a guest speaker at the 2024 Deloitte West Africa Power Conference, 2023 General Assembly of the West Africa Power Pool, 2022 General Assembly of ECOWAS Regional Electricity Regulatory Authority (ERERA), UHAS Alumni Public Lecture Series, Ghana Revenue Authority on Emissions Levy Act, among others.
