Minister for Roads and Highways, Governs Kwame Agbodza, has confirmed that Cabinet has approved the return of road and bridge tolls, this time under a modernised, technology-driven system designed to plug revenue leakages and improve road maintenance across the country.
Speaking during the Government Accountability Series at the Jubilee House on Wednesday, 30 July, Mr. Agbodza outlined the government’s renewed strategy, aimed at overhauling the outdated toll regime and replacing it with an efficient, transparent digital framework.
“Cabinet has approved the reintroduction of road and bridge tolls, but this time with a modern approach. We are looking at technology-driven collection systems that will be seamless and transparent,” he stated.
He explained that the move is a key component of a broader set of reforms to secure sustainable financing for Ghana’s road infrastructure. Under the new system, proceeds from tolls will be strictly earmarked for road maintenance, a shift from past practices that often diverted funds for other uses.
The Minister acknowledged that previous toll collection methods were riddled with inefficiencies, corruption, and bottlenecks. He assured the public that the new model will eliminate manual collection points, streamline transactions, and reduce commuter inconvenience.
“We are committed to doing this right. It is not just about bringing back tolls, but about building a credible system that guarantees value for every cedi paid,” he added.
Mr. Agbodza also emphasised the need for accountability in public infrastructure financing, saying the new tolling system will ensure that road users directly see the benefits of their contributions through better road conditions and timely maintenance.
The decision to reintroduce tolls comes after their abrupt suspension in 2021, a move that drew mixed reactions and left a funding gap in road maintenance financing. With this latest development, the government is positioning itself to restore public trust and infrastructure efficiency by anchoring toll collection on transparency and innovation.
