Edudzi Tamakloe questions rationale behind leak memo by Adu-Boahene

The Director of Legal Affairs for the National Democratic Congress (NDC), Godwin Edudzi Tamakloe, has expressed deep concern over the circulation of a leaked memo linked to ongoing legal proceedings involving the former head of the Signals Bureau, Mr. Kwabena Adu Boahene.

Mr. Tamakloe said the document—reportedly authored by Mr. Boahene and addressed to the National Security Coordinator to justify expenditure decisions made during his tenure—was never meant to be made public.

In a Facebook post dated Tuesday, May 13, 2025, Mr. Tamakloe, who also serves as CEO of the National Petroleum Authority, criticized the leak, describing it as a serious breach of confidentiality that raises troubling questions about the integrity of the investigative process and the handling of sensitive state communications.

Mr. Boahene’s legal counsel, Samuel Atta Akyea, explained that the memo was submitted in good faith to the current National Security Coordinator, with the intention of facilitating dialogue with the Attorney-General and the Economic and Organised Crime Office (EOCO). He argued that the charges against his client were misguided, insisting the prosecution was on a “slippery slope” for failing to fully consider the operational realities behind Mr. Boahene’s decisions.

In a related development, EOCO has reportedly rearrested Mr. Boahene—this time over procurement concerns linked to a network system project for the Ghana Water Company Limited.

Mr. Tamakloe has called for full transparency and strict adherence to due process, while also demanding an investigation into how such sensitive documents entered the public domain. He warned that unauthorized leaks of internal communications could compromise Mr. Boahene’s right to a fair trial and erode public confidence in state institutions.
