GWL believed GHC1.3m monthly payments were to National Security, not to Adu-Boahene, until AG’s probe – Adam Mutawakilu

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, has clarified that the company did not enter into any contractual agreement with the embattled former Director-General of the National Signals Bureau, Kwabena Adu-Boahene, but rather with Ghana’s National Security apparatus.

Speaking on TV3’s Hot Issues with Keminni Amanor on Sunday, May 18, 2025, Mr. Mutawakilu confirmed that GWL had been paying GHC1.3 million every month since 2018 for secure internet services to what was believed to be a legitimate government agency account.

“Ghana Water Ltd had been paying GHC1.3m every month since 2018 to BNC,” he stated.

“Ghana Water Ltd did not enter into any agreement with any individual (Kwabena Adu-Boahene), but with National Security,” he added.

His comments come on the heels of revelations by Attorney General Dr. Dominic Ayine, who stated that the funds meant for National Security were allegedly redirected into the private account of BNC Communications Bureau Limited—a company reportedly linked to Adu-Boahene.

The Attorney General had previously disclosed that these payments were part of a wider investigation into financial misconduct involving Adu-Boahene.\

According to Dr. Ayine, instead of channeling the payments to official government accounts, GWL was provided with private account details by Adu-Boahene.

Mutawakilu’s clarification places the spotlight on the nature of the agreement, distancing the company from any direct dealings with individuals, and reaffirming GWL’s position that it acted under the belief that it was transacting with a legitimate state entity.

He also stated during the interview that he is yet to see the agreement between Ghana Water Limited and National Security since assuming office as Managing Director of GWL.
