One suspect in NPA’s GH¢280 million extortion, money laundering scandal on the run

The Office of the Special Prosecutor (OSP) has disclosed that one of the accused persons allegedly involved in the GH¢280 million extortion and money laundering scheme at the National Petroleum Authority (NPA) is currently on the run.

In a statement dated July 17, 2025, the OSP indicated that the accused person on the run, identified as Osei Tutu Adjei, is a director of Kel Logistics Limited—one of the companies indicted in the sophisticated crime.

“One Osei Tutu Adjei, a director of the ninth accused company is currently at large,” the OSP said.

Providing details on how the operations were carried out, Samuel Appiah Darko—Director of Strategy, Research and Communication at the OSP and signatory of the statement—said that the fugitive, Osei Tutu Adjei, allegedly used several companies that have also been charged, to launder illegal proceeds from their criminal acts.

“Investigations further revealed that the fourth to seventh accused persons, in collaboration with the fugitive director of Kel Logistics Limited, created and utilised Propnest Ltd., Kel Logistics Ltd., and Kings Energy Ltd. as vehicles for laundering the illicit proceeds,” the OSP disclosed.

The OSP further stated that, in an attempt by the accused persons to conceal proceeds from their alleged crimes, they acquired various assets—including trucks used in the distribution of oil and other business-related properties.

“The laundered funds were used to purchase and construct houses, acquire trucks for an oil distribution business, and build fuel stations-all as part of efforts to conceal and disguise the origin of the criminal proceeds,” the OSP added.

The OSP said that the alleged crime happened between the period of 2022 and December 2024, under the tenure of the former CEO of the NPA, Mustapha Abdul Hamid who has also been charged.

The accused persons have been arraigned before the High Court (Criminal Division) in Accra following months of investigations into the alleged corruption within the NPA.
