The Progressive Muslims Forum (PMF) calls on the Ghana Hajj Board to immediately publish its financial and operational report for the 2025 Hajj activities.
Recording and reporting of contractual business transactions is not just a requirement under Ghanaian law – it is a religious and moral duty in Islam, especially when both contractor and contractee are Muslims. The Holy Qur’an clearly mandates the documentation and witnessing of contractual agreements:
“O you who have believed, when you contract a debt for a specified term, write it down…”
– Surah Al-Baqarah 2:282
In Ghana, the Financial Administration Act, 2003 (Act 654) and related laws require transparency through the auditing and publication of financial records by all state institutions and agencies.
Yet, year after year, the Hajj Board – under the Ministry of Foreign Affairs and Regional Integration – has failed to publish a comprehensive report on the airlifting and management of Ghanaian pilgrims. This lack of transparency has fostered complacency, corruption, and poor delivery of service to the very pilgrims they are mandated to serve.
Despite persistent calls from our forum – notably in 2019 under the NPP government – for the publication of Hajj reports, successive boards have remained unaccountable. Government inaction suggests a lack of political will to demand accountability, fearing electoral backlash or compromising partisan interests.
1. The 2025 Hajj Board must immediately release a comprehensive report detailing:
– Cost breakdown (cost build-up) of Hajj fares – Revenue received and expenditure (Receipts and Payments) – Logistical contracts and arrangements
2. The President must establish a Commission of Inquiry to investigate the operations of both past and current Hajj Boards and recommend reforms to improve the organization of Hajj in Ghana.
3. PMF will formally invoke the Right to Information (RTI) Law and pursue legal redress through the courts to obtain these reports if they are not voluntarily disclosed.
We are ready to collaborate and offer innovative, efficient, and transparent solutions for the organization of Hajj based on best practices from other countries.
Hajj is not a political reward scheme. It is a sacred journey. The recurring mistreatment of our elders, mothers, and community members during Hajj must stop.
