Revamping Ghana’s Revenue: How Anthony Kwasi Sarpong is leading the charge

Ghana has entered a new era of revenue administration with the appointment of Anthony Kwasi Sarpong as the Commissioner-General of the Ghana Revenue Authority (GRA). A trailblazer in finance, taxation, and public sector reforms, Mr. Sarpong’s illustrious career spans nearly three decades, marking him as a transformative figure in Ghana’s financial sector.

His appointment has been widely applauded, with many viewing it as a strategic move to enhance efficiency, transparency, and revenue mobilisation. With a proven track record in restructuring, risk management, and financial oversight, Mr. Sarpong is poised to lead the GRA into a new chapter of excellence.

A Career Built on Excellence

Born and raised in Ghana, Mr. Sarpong’s journey is a testament to perseverance and hard work. A proud alumnus of the University of Ghana Business School, he earned a BSc in Administration (Accounting) in 1996, later securing an MSc in Financial Risk Management from London Metropolitan University. His thirst for knowledge led him to complete executive programs at London Business School and Harvard University.

A Chartered Accountant and Chartered Tax Practitioner, he holds fellowships with the Institute of Chartered Accountants, Ghana (ICAG) and memberships with the Chartered Institute of Taxation, Ghana (CITG), and the Ghana Association of Restructuring and Insolvency Advisors (GARIA).

His rise through the ranks at KPMG Ghana, where he served as Country Managing Partner, positioned him as a leading figure in corporate governance, risk management, and financial policy advisory. His leadership transformed KPMG Ghana into a powerhouse of quality service delivery and strategic innovation.

Transformational Leadership in Finance and Policy

Mr. Sarpong’s contributions to Ghana’s financial sector extend beyond the private sector. His work with the Ministry of Finance in developing a domestic revenue mobilisation policy has been a game-changer for Ghana’s fiscal management.

He spearheaded the creation of Ghana’s first road financing framework aligned with the Sustainable Development Goals (SDGs) and worked with the World Bank and development partners to design frameworks supporting Micro, Small, and Medium Enterprises (MSMEs). His expertise in public financial management, restructuring, and insolvency has helped struggling institutions regain stability.

At the core of his leadership philosophy is a technology-driven approach to revenue mobilisation, ensuring efficiency, compliance, and growth in Ghana’s tax administration system.

A Vision for the Future of GRA

As the new Commissioner-General of the GRA, Mr. Sarpong aligns his vision with that of President John Dramani Mahama: building a robust, technology-driven, and transparent revenue administration that fosters business growth and national development.

His leadership at KPMG, where he directly led over 500 professionals in Ghana and contributed to the oversight of 6,500 personnel across Africa, has equipped him with the experience to modernize tax collection, enhance compliance, and eliminate revenue leakages. His focus on stakeholder engagement will further strengthen partnerships with businesses, development agencies, and the Ghanaian public.

Champion for Youth and Community Development

Beyond finance, Mr. Sarpong is a passionate advocate for youth empowerment and community development. As Chairman of the Ghana ENACTUS Board, he has mentored and inspired young entrepreneurs, nurturing the next generation of leaders.

He also serves as President of the 1996 University of Ghana Business School Alumni Association, contributing to educational development in Ghana. During the COVID-19 pandemic, he played a crucial role as part of the management team that led the construction of Ghana’s first infectious disease centre at GA East Hospital.

His commitment to social responsibility reflects his people-centred leadership—one that values impact beyond boardrooms and balance sheets.
