Sam George announces new data bundles effective July 1

Beginning July 1, 2025, mobile data users in Ghana will experience major changes in bundle pricing and value as part of a broader effort by the Ministry of Communication, Digital Technology and Innovations to enhance consumer satisfaction and ensure transparency in the telecom sector.

At a press briefing held on June 10 at the Ministry’s Complex in Accra, Minister Samuel Nartey George (MP) announced a series of adjustments following months of negotiations with telecom giants AirtelTigo (AT Ghana), Telecel Ghana Limited, and Scancom Ghana Limited (MTN Ghana). The reforms aim to improve data offerings while balancing operational costs.

For MTN Ghana, which holds Significant Market Power (SMP) status, all existing data bundles will see a 15 per cent price increase. However, the popular GH₵399 bundle, previously reduced in value, will return to its original form.

“I’m pleased to announce the restoration of the 399 Ghana cedi bundle, which currently has been changed to the 350 cedi bundle that offers 92.88 gig will henceforth be reinstated to 214 gig for 399 Ghana cedis,” the minister said.

For AT Ghana and Telecel Ghana, a 10 per cent price increase will apply to all current bundles. But along with the adjustment comes more data value for high-tier bundles.

AT Ghana’s GH₵400 bundle will now offer 236GB, up from 195GB.

Telecel’s GH₵400 bundle will rise dramatically from 90GB to 250GB.

“The increases are going to come at considerable costs to the network operators. However, I am glad that our engagements and the consultations are bearing fruit for the Ghanaian people,” George stated, thanking telecom CEOs for their cooperation.

The minister explained that the July 1 rollout date gives operators enough time to recalibrate their systems to reflect the new packages. The National Communications Authority (NCA) has been directed to oversee the implementation.

“The NCA is directed to ensure the monitor strict implementations of this directive from first of July, where failure applies, sanctions should be applied,” he emphasized.

Amid growing public concern about unexplained data depletion, George reassured consumers that recent audits found no evidence of irregularities. He referenced NCA billing tests from the third quarter of 2024.

“The NCA reports that in the last billion integrity test conducted on mobile data bundles for MTN, Telecel, and AT in Q3 of 2024, it found that one, all data bundles purchased during the test period were correctly credited and remained intact throughout their validity with no unexpected data losses. Two, non-expiry data bundles did not expire, and three, all unused data bundles were rolled over after resubscription,” he stated.

To maintain public trust, the NCA has been instructed to begin quarterly billing integrity audits starting from Q3 2025, especially focusing on widely used apps and websites. Sanctions will be enforced for discrepancies in billing.

Looking ahead, the Ministry is working with the Ministry of Finance to lower the cost of mobile data by reviewing taxes on telecom services, which currently make up nearly 39% of total data pricing.

“I’m continuing my engagement with the honorable finance minister to get his approval for the rationalization of some components in the tax builder in the sector. If we are able to have a proper rationalization of the taxes, we should see a drop in the almost 39 per cent tax build up in the price of data in the country,” the minister said.

In a parallel effort, discussions with the Ministry of Energy and the Public Utilities Regulatory Commission are underway to establish a dedicated telecom tariff, similar to what is used in Ghana’s mining sector, to help reduce operating costs.

George closed his remarks with a personal pledge to rebuild confidence and accountability in the sector.

“Ultimately, my heart is with the people of Ghana. I will serve you with heart, with Swift and with black, and we will fix the mess that I have inherited in this ministry,” he concluded.

The new measures promise to bring better value for consumers while addressing long-standing inefficiencies in Ghana’s telecom ecosystem. The NCA is expected to play a key role in monitoring compliance and ensuring that both consumers and operators benefit from the reforms.
