At least 16 assemblymen of the Kintampo South constituency in the Bono East Region have petitioned the National Democratic Congress hierarchy to bring Unas Owusu, the regional chairman, and three others, to book.

The aggrieved assemblymen claim that Unas Owusu and the three, all executives of the Kintampo South NDC, should be held responsible for the ‘kidnapping, brutal assault and torture’ of a party faithful, Alfred Agandaah Atewene, also called Tutu, on February 19, 2025.

His only crime was to dare speak against the unexplained disappearance of about 200 bags of rice, said to be part of about 600 bags seized from the former MP, Alex Gyan.

The three Kintampo South constituency executives are Robert Sakyi aka Slimmer, Chairman; Wilfred Zuuri, Secretary; and Atanga Matthew, Communication Officer.

Alfred Agandaah was recently admitted to the hospital following injuries he suffered from a beating and molestation he suffered at the hands of four men he alleged kidnapped and bundled him into a vehicle and drove him into a bush, ostensibly to kill him.

He accuses Unas Owusu as the brain behind the incident.

Unas Owusu, however, when reached by myjoyonline.com, denied any knowledge whatsoever of the crime he is being accused of.

Assemblyman alleges kidnap, torture on orders of NDC Bono East regional chairman

The Petition

The petition dated February 21, 2025, is addressed to the National Chairman of the NDC, and copied to President John Mahama, the chairpersons of the Prof Alabi Committee, the NDC Disciplinary Committee, Council of Elders, and the four accused men.

According to the petitioners, the accused persons have breached provisions of the party constitution by bringing the name of the party into disrepute which demands that they suffer the sanctions thereof.

They ground the petition on Articles 48(8) (b) and (e) and 49(a) of the NDC constitution.

Article 48 (8):

“A Party member may be subjected or be made subject to Party discipline for any of the following:

(b) anti-party conduct or activities likely to embarrass the Party or bring the Party into hatred, ridicule, or contempt;

(e) any other act or omission likely to impact adversely on the effectiveness of the party’s policies, programmes and strategies

Article 49:

“Any member who has reasonable grounds to believe that another member or other members of the Party are in breach of the provisions of clause 8 of Article 48 may lodge a petition in writing to an appropriate Executive Committee for redress

Where the grievance is against the leadership of the Party at any particular level, the petition shall be lodged with the Executive Committee of the next higher level”.

The petitioners recount a series of events leading to the alleged kidnapping and assault, and demand that only disciplinary sanctions will restore sanity in the party.

“Respectfully, sir, it is our humble submission that, by their conduct as narrated, the Bono East Regional Chairman, UNAS OWUSU. and the three executives of the Kintampo South Constituency aforementioned are in clear breach and violation of the Party’s Constitution, particularly Articles 48(8) (b) and (e) and 49(a) and must suffer the appropriate sanctions if sanity is to be restored in the Party within the Kintampo South Constituency and the Bono East Region in its entirety.

“What is more, we take this opportunity to remind the office of the National Chairman, the entire Functional Executives Committee and the office of the President of similar unfortunate situation on Monday, the 17th day of October 2022, when the same Regional Chairman, UNASCO, caused his thugs to visit similar cruelty and attack on LAWYER ANNIS MOCTAR MUHAYIDEEN, DR. HANNA LOUISA BISSIW AND HON. HAJIA LAADI AYAMBA during the vetting of the then Bono East Regional Executive hopefuls.

“Additionally, we must remind your good offices that it is such cruel and uncivilized conduct of the Regional Chairman and his cohorts that has resulted in disunity, naked hatred, factionalism and the like within the rank and file of our great Party in the Techiman South Constituency since the year 2018 If the Regional Chairman is continually allowed to always get away with his unruly behaviour on Party souls, then the future of the great NDC in the Bono East Region shall stand to be irreversibly bleak.

“CONCLUSION

“Sir, relying on the foregoing, and on the basis of the breach and violation of the clear provisions of the Party’s Constitution, we respectfully entreat your good offices and the FEC to delve deep into this matter and apply the needed and deserving sanctions in the best interest of the great Akatamanso so as to deter similar potential offenders of the rules, principles, philosophies and ideals of this great Party.

“We look forward to appearing before an appropriate Committee to assist in prosecuting this unfortunate and unpalatable situation.”
